These are the first hour any outlet may legally sell. An individual shop may open later by choice, and where a whole channel is shut all day the row says so.

Why can't you buy alcohol on Sunday morning?
Because 10 states open later on a Sunday than on a weekday, a compromise left over from blue laws that once banned Sunday trading outright. The morning is the part that survived.
